The Philadelphia Inquirer reports, Philadelphia Municipal Court Judge, Joseph C. Waters, Jr., will plead guilty to wire fraud and mail fraud.  Waters, who resigned yesterday, apparently accepted a $1,000 cash payment in exchange for influencing a gun possession case.  As we previously reported, this investigation has been ongoing for just over a year. –Josh J.T.
