He is also a member of the Longshore Claims Association, Defense Research Institute and the Pennsylvania Defense Institute.

Mr. Harlen is admitted before the U.S. Supreme Court, the U.S. Court of Appeals, Third Circuit and the U.S. District Court, Eastern District of Pennsylvania. His list of clients includes Holt Cargo Systems, Inc., Sun Oil, BP Oil ad For Electronics.

Mr. Harlen gives this advice when someone is looking for an attorney:

"If I were a client looking for an attorney, I would look for someone to become a trusted advisor and counselor. I would want an attorney who is seasoned, and who will use all means within the law to protect and forward my interests. I would look for an attorney who is well regarded not only by his/her peers but who is also well regarded in the industry. I would search for an attorney who reasonably prices his/her services and who understands that serving the goals of the client is what the art of lawyering is about. I would want an attorney who is a good listener, not someone who talks over people and seeks to serve his/her own ends. I would want an attorney who is responsible to my needs and who keeps me advised of developments as warranted. I would want an attorney who has a track record of building relationships with opposing lawyers, other clients and with administrative and judicial fact finders, realizing that often the discretionary ruling, all else being equal, will go to the lawyer who has successfully built and maintained a position of trust with the finder of fact."

Mr. Harlen has lectured on the workers’ compensation topic at the National
Business Institute, the Pennsylvania Bar Institute and the Annual Longshore
Conference in 1999 at Loyola University Law School.
