Former Philadelphia Traffic Court Judge Robert Mulgrew pleaded guilty to charges of mail fraud, conspiracy, and filling a false tax return after one day of trial. Thirty-six other charges against Mulgrew were dropped. The guilty plea was apparently made in exchange for dropping charges against Mulgrew’s wife Elizabeth. Mulgrew also faces charges along with eight other former Traffic Court judges for conspiring to fix tickets. Mulgrew faces a maximum possible sentence of 23 years incarceration followed by five years of supervised release.
